If you have some .dat files from VideoCD or some other materials, they're just MPEG1. Change the file extension to .mpg and you can read/edit them with almost any video editing software ever created. MPEG1 is one of the oldest video compression formats available. The standard specs are 352x288 at 30 fps, but the more common usage is 320x240 @ 30 fps.
