I am looking for a software that will work with 1080p m2ts files that can do two distinct actions -

1) append and trim: the ability to append m2ts files and the ability to remove portions (trim) files.

2) not sure how to explain this but a process akin to "normalizing" m2ts files. As they are variable bit rate oriented,
i need to take previous files and reduce the bit rate on peak areas. An m2ts file might range from 1mb up to 45mb+.
The ideal would be to reduce peaks to around 27mbs. Ideally, some settings to decide what degradation will occur related
to final output.
